Every day hundreds of thousands of tonnes of dangerous goods are transported in the Netherlands. Special transport rules apply for this, in order to do this as safely as possible. When you want to transport dangerous goods, you have to deal with the various transport rules and safety rules, as laid down in the ADR.
UN number
Substances that cause danger, damage or serious nuisance to humans, animals and the environment even in small quantities are referred to as 'dangerous goods'. Think of flammable, toxic or explosive substances. If dangerous goods fall under transport legislation, you can recognise them by their UN number. These numbers are the same all over the world and are used for transport over land, sea and air. How dangerous the substance is is indicated by means of a list of dangerous goods numbers. The list runs from dangerous goods class 1 up to and including dangerous goods class 9:
- Class 1: Explosive substances and articles
- Class 2: Gases
- Class 3: Flammable liquids
- Class 4.1: Flammable solids, self-reactive substances and solid explosive substances in a non-explosive state
- Class 4.2: Substances liable to spontaneous combustion
- Class 4.3: Substances which, in contact with water, emit flammable gases
- Class 5.1: Oxidising substances
- Class 5.2: Organic peroxides
- Class 6.1: Toxic substances
- Class 6.2: Infectious substances
- Class 7: Radioactive substances
- Class 8: Corrosive substances
- Class 9: Miscellaneous dangerous substances and articles

Transport of dangerous goods
On the basis of the UN number and the hazard class, the carrier can see which rules the transport must comply with. Every link in the transport chain and every person involved in this transport has to deal with these rules. This makes it exactly clear which requirements the means of transport must meet, how the substances must be packaged, which identification marks must be applied to the packaging and means of transport and what training the staff must have.
REACH legislation
When chemical substances are imported, manufactured, distributed or used, the so-called REACH legislation applies. REACH stands for Registration, Evaluation and Authorisation of Chemicals. It is mandatory to make the risks of these substances transparent and to limit them.
